The Draghi Report
According to a recent report titled ‘The future of European competitiveness’(This report is
subsequently referred to as the Draghi Report), published in September 2024, Mario Draghi, former
President of the European Central Bank, outlined the reasons why the European Union has lost its
competitive edge. Draghi outlines the following as key issues: stagnation, political paralysis, and even
the potential withdrawal of member states. Additionally, it is crucial to combine decarbonization
efforts with industrial competitiveness and to reduce strategic dependencies. Achieving these goals
will require substantial joint investments and greater integration across member states
Proposed Solutions and Actions
The Draghi Report offers concrete proposals, particularly focusing on research, innovation, and the
financing of start-ups. In response, DemoInno aims to engage Members of the European Parliament
(MEPs) from all EU member states to gather their perspectives on the report. The project aims to
understand how MEPs plan to foster rapid innovation within the EU and the immediate steps they
intend to take to drive progress. The urgency is underscored by the fact that both the US and China are
moving forward quickly, and the rest of the world is demonstrating the necessity for Europe to
advance as well.
Our Approach
DemoInno employs a structured, transparent process, reaching out to all 720 MEPS and conducting
video conference discussions to convince them to advance European Competitiveness. Our Progress is
tracked continuously, with updates available on the number of MEPs contacted and discussions held.
Our team documents all the knowledge gained during this process. Using the Information to enact
change and push innovation forward.
The Democrats for Innovation Project (DemoInno)
Introduction
People want to grow up in a world with opportunities for the future. To keep Europe competitive, it
must be a better home for Innovation. Europe does not provide inventors and entrepreneurs with the
environment to succeed. Due to this lack of innovation, the brightest minds in Europe are taking their
ideas elsewhere. By establishing Europe as the hub of innovation, the continent will see the emergence
of new industries, driving economic growth and a more competitive global job market. However, the
European Union currently faces significant challenges in maintaining its competitiveness with other
markets abroad, with Particular emphasis on closing the innovation gap with China and the United
States of America.
The Democrats for Innovation Project, or DemoInno, provides young people from across Europe with
a platform to make their mark on the continent's future. DemoInno is organised by activists aged 16-30
from Europa Union Frankfurt e. V., an independent non-partisan civil society association. The team
comprises individuals at various stages of education and professional development, united by a shared
interest in the future of Europe. As a team, it is our goal to ensure ‘Europe Grows Up and Does Not
Grow Old.’ There are numerous incentives for the younger generation to use their platform to shape
the decisions being made today, as they will be most affected by them tomorrow.

Das Projekt „Demokraten für Innovation“ (DemoInno) bietet jungen Menschen aus ganz

Aktivisten im Alter zwischen 16 und 30 Jahren organisiert, die der Europa Union Frankfurt e.

Es gibt zahlreiche Anreize für die jüngere Generation, ihre Plattform zu nutzen, um die
Entscheidungen von heute mitzugestalten, da sie morgen am stärksten davon betroffen sein
wird. Diese Generation strebt den Eintritt in eine Arbeitswelt an, die vielfältige und
zukunftsfähige Möglichkeiten bietet.
Um wettbewerbsfähig zu bleiben, muss Europa ein besserer Standort für Innovationen
werden. Europa bietet Erfindern und Unternehmern nicht das Umfeld, das sie für ihren Erfolg
benötigen. Aufgrund dieses Mangels an Innovation wandern die klügsten Köpfe Europas mit
ihren Ideen ins Ausland ab. Durch die Etablierung Europas als Innovationszentrum wird der
Kontinent die Entstehung weiterer Branchen erleben, was das Wirtschaftswachstum und einen
wettbewerbsfähigeren globalen Arbeitsmarkt vorantreiben wird.
Die Europäische Union steht jedoch derzeit vor großen Herausforderungen, um ihre
Wettbewerbsfähigkeit gegenüber anderen Märkten im Ausland aufrechtzuerhalten, wobei ein
besonderer Schwerpunkt auf der Schließung der Innovationslücke zu China und den
Vereinigten Staaten von Amerika liegt.
Der Draghi-Bericht
In einem kürzlich veröffentlichten Bericht mit dem Titel „Die Zukunft der europäischen
Wettbewerbsfähigkeit” (im Folgenden als Draghi-Bericht bezeichnet), der im September 2024
veröffentlicht wurde, skizzierte Mario Draghi, ehemaliger Präsident der Europäischen
Zentralbank, die Gründe, warum die Europäische Union ihre Wettbewerbsfähigkeit verloren
hat.
Draghi nennt als zentrale Probleme die Stagnation, die politische Lähmung und sogar den

die Bemühungen zur Dekarbonisierung mit der industriellen Wettbewerbsfähigkeit zu

DemoInno Mitglieder des Europäischen Parlaments (MdEP) aus allen EU-Mitgliedstaaten
einbeziehen, um ihre Standpunkte zu dem Bericht einzuholen. Das Projekt zielt darauf ab, zu
verstehen, wie die MdEP rasche Innovationen innerhalb der EU fördern wollen und welche
unmittelbaren Schritte sie unternehmen wollen, um den Fortschritt voranzutreiben. Die
Dringlichkeit wird durch die Tatsache unterstrichen, dass sowohl die USA als auch China
schnell voranschreiten und der Rest der Welt deutlich macht, dass auch Europa Fortschritte

activistas de entre 16 y 30 años de Europa Union Frankfurt e. V., una asociación civil
independiente y no partidista. El equipo está formado por personas en diferentes etapas de su
formación académica y desarrollo profesional, unidas por un interés común en el futuro de
Europa. Como equipo, nuestro objetivo es garantizar que «Europa crezca y no envejezca».
Existen numerosos incentivos para que la generación más joven utilice su plataforma para
influir en las decisiones que se toman hoy, ya que serán ellos los más afectados por ellas

personnes à différents stades de leur parcours éducatif et professionnel, unies par un intérêt
commun : l'avenir de l'Europe. En tant qu'équipe, notre objectif est de veiller à ce que «
l'Europe grandisse et ne vieillisse pas ».
Il existe de nombreuses raisons pour lesquelles la jeune génération devrait utiliser cette
plateforme pour influencer les décisions prises aujourd'hui, car ce sont elle qui en subira les
conséquences demain. Cette génération aspire à intégrer un marché du travail offrant un large
éventail d'opportunités viables pour l'avenir.
Pour rester compétitive, l'Europe doit devenir un terrain plus favorable à l'innovation.
Actuellement, le continent n'offre pas aux inventeurs et aux entrepreneurs un environnement
propice à leur réussite. En raison de ce manque de dynamisme, de nombreux esprits brillants
quittent l'Europe avec leurs idées. En faisant de l'Europe un centre d'innovation, le continent
verra émerger de nouvelles industries, stimulant ainsi la croissance économique et renforçant
la compétitivité du marché mondial de l'emploi.
Cependant, l'Union européenne est aujourd'hui confrontée à d'importants défis pour maintenir
sa compétitivité face aux autres marchés mondiaux, notamment en ce qui concerne la
réduction de l'écart d'innovation avec la Chine et les États-Unis.

innovation rapide au sein de l'UE et quelles mesures immédiates ils comptent mettre en œuvre
pour faire avancer les choses. L'urgence de la situation est soulignée par le fait que les États-
Unis et la Chine progressent rapidement, tandis que le reste du monde démontre la nécessité
pour l'Europe d'évoluer à son tour.
